Tom possesses a broad knowledge of the regulatory process and is an experienced project manager with strengths in regulatory affairs, governing policies, and client/agency negotiations regarding project scope and implementation. He maintains project management responsibilities for complex projects and provides oversight for projects in the entitlement phases.  He serves as client liaison for government approvals for various types and sizes of land development projects. Tom has also acted as liaison for public agencies during development approval for various projects as well as providing technical and expert witness support for public and private clients.

Tom has conducted public meeting and relations programs for complex and controversial projects, and has presented programs and projects before the public, regulatory, and elected bodies. Tom also actively participates in various City meetings and Building Industry Associations conferences regarding development issues and proposals initiated by various cities and governmental agencies.
